Major General Christopher Leins, special assistant to the Joint Chiefs of Staff J5 Directorate at the Pentagon, delivered the keynote address and provided an overview of ethical decisions faced by leaders, to include holding up a front-page story in the previous day's Washington Post newspaper that discussed arrests in a U.S. Navy corruption and bribery scandal. "Leaders are expected to be role models, they are expected to be responsible for the ethical development of subordinates, and they are expected to avoid creating ethical dilemmas for subordinates," he said.

Maj. Gen. Leins also provided notable examples of past political leaders who, without being forced, resigned power in order to further the governance of their nations, including Cincinnatus, an ancient Roman states who resigned his dictatorial powers after leading military victories; U.S. General George Washington, who defeated British colonial powers but expressed "abhorrence" when some officers suggested he take over the young government of the United States; and former South African President Nelson Mandela, who stepped down after a single term. "Ethical leaders are ethical all the time, not only when someone is looking," Leins said. "They are also ethical over time, proving again and again that ethics are integral part of intellectual and philosophical framework they use to understand and relate to the world."

This lecture discusses MASS's approach to innovative architectural and engineering design in the context of Rwanda and East Africa. Case studies demonstrate how they are trying to develop a higher quality built environment in resource-limited settings through collaborating with government agencies, suppliers, clients, contractors and designers. The lecture also looks into local material research such as earth construction, burnt brick alternatives and sustainable timber construction.

About the speakers
Kelly Doran joined MASS in 2014 to lead the Kigali Office. As an architect, urban designer and educator, Kelly brings his extensive experience working across Canada, Latin America, Europe, Asia and Africa to the team in Rwanda. As MASS’s East Africa Programs Director, he oversees the design and implementation of MASS’s projects across the region.

Rosie Goldrick MICE joined MASS in the Kigali office in September 2016 as a structural engineer through Engineers Without Borders having previously worked on projects across India, Qatar and the UK. She now leads the growing engineering team in the design and implementation of projects throughout East Africa.

Kolo Talks about his experience leading the localisation of the UN Security Council Resolution 1325 on the women, peace and security (WPS) agenda in Bauchi and Benue States of Nigeria; to mainstream gender and increase local women's participation in peace and security mechanisms; while also influencing the design of a programme in Yobe State, in line with the UN Security Council Resolution 2250 on the youth, peace and security (YPS) agenda; to mainstream young people and increase their participation in peace and security mechanisms as a means of countering violent extremism. Kolo has spent the last decade, fluidly intersecting the humanitarian-development - peace nexus; leading advocacy and influencing campaigns and managing programmes that increase people's access to power, livelihoods, safety, health, and equitable and just systems.

Most recently he led the localisation of the UN Security Council Resolution 1325 on the women, peace and security (WPS) agenda in Bauchi and Benue States of Nigeria; to mainstream gender and increase local women's participation in peace and security mechanisms; while also influencing the design of a programme in Yobe State, in line with the UN Security Council Resolution 2250 on the youth, peace and security (YPS) agenda; to mainstream young people and increase their participation in peace and security mechanisms as a means of countering violent extremism. He has worked for AIESEC in Liberia, ActionAid Nigeria, WOnderkid Multimedia Limited, Kenya; COnnected Development Nigeria, Westminster Foundation for Democracy and International Alert Nigeria amongst many others. The Philippines has more than twice the number of gun deaths per capita compared to the United States. From a gun-toting priest to teen gangsters to a president who boasts about committing murder, the Philippines is awash with stories that beggar belief.

The almost unregulated arms trade in the country has led to mass killings, most prolific in the southern region of Mindanao. Gun violence has made the Philippines one of the most dangerous countries in the world for rights activists and even journalists.
