These are the Wonunguli, traditional snake dancers, and part of the Zigua Tribe in Tanzania.
My Tanzanian friend Gumbo sent me a few videos of men doing stunts with animals. Some putting them in thier mouths, some dancing, some running... with poisonous snakes. I thought this was one of the craziest things I've ever seen in my life. I had to learn more.
