The intense industrialization of Liberia comes at a cost - that of the old timey black gold - coal. As the global market is unable to reliable provide coal to the Liberian market, the President of Liberia must take direct action to fix the situation - by taking over Benin. However, this leads the military command to underestimate other threats to Liberian power.

In the meantime, a revolution is brewing in the country - one that wishes to restrain migration to Liberia, an imporant source of manpower and prosperity to the country. Will the Liberian government be able to resist the growing movement to close the borders?
