The cholera outbreak and public unrest are believed to have posed difficulties for Mozambique's electoral registration process, which started in April and is scheduled to conclude on June 3.

The National Elections Commission (CNE) of Mozambique has urged widespread registration for the municipal elections scheduled for October 11 among all people who are 18 years of age and older.

A registration crisis occurred in Nampula and Zambézia provinces. 89% of the registration sites visited in Quelimane during the week of May 19–25 by observers from the Mais Integridade civil society observation consortium experienced issues, a significant rise from 68% the week prior.

In Nacala Porto 75% had problems, and in Nampula city 50%, both higher than in the previous week. There is also a major maldistribution of registration brigades, with a shortfall of registration brigades in opposition areas.
