Background to story: A bitter nine month civil war in the central African republic
of Chad ended in December after the intervention of Libyan troops on the side of
President Goukouni Oueddei. Libyan leader Colonel Gaddafi then spoke openly about
a merger between the two neighbouring countries, causing concern in some quarters
about Libyan ambitions. Libya has withdrawn some of its troops, but it still has
great influence in Chad, which is virtually bankrupt.
