According to the National Development Plan (NDP) shelter is not only a basic need but a development imperative for South Africa. To meet this imperative, the government will have to effectively address the housing challenges which resulted from years of land dispossession and displacement that were created through colonialism and apartheid laws. The Department of Human Settlement has said it is reviewing housing legislation and related policies to transition from a narrow approach that focuses on housing alone to a more holistic view of human settlements. Meanwhile, deepening inequalities and unemployment in South Africa have caused masses of people to depend on government for shelter because of the inability to access market-driven housing schemes. Talking to us now is Mandisa Shandu, a lawyer and Director at Ndifuna Ukwazi, a land and housing lobby group based in Cape Town.
