What's up Africa - Drugs stolen from Malawi hospitals - who’s to blame?

For months now Malawi’s health system has been under acute strain because of a critical shortage of drugs and medicines in hospitals. Doctors have been rationing what limited supplies they have and patients’ treatment has been severely affected. The Health Minister accuses medical staff of stealing the drugs and health workers accuse the government of poor administration. So who’s really to blame?
