In Southern Africa, Mozambique is contending with ISIS-linked fighters.
With the assistance of Rwanda's military, the insurgents have been pushed back in some areas.
The ISIS members remain a threat to the region and its natural gas supply, a resource that could drastically reduce reliance on Russian oil.
Government's proposal to lead regional efforts to harness natural gas resources to boost industrialisation will top the agenda during the South Africa-Mozambique Bi-national Commission which got underway in the Mozambican capital Maputo today. President Jacob Zuma and his host Filipe Nyusi will co-chair the Binational Commission which will review the state of bilateral trade and investment between the two neighboring countries.

Mozambique will miss an interest payment on dollar bonds this week because of its deteriorating fiscal position. The government says its capacity to make debt payments is extremely limited. Mozambique is in talks with the International Monetary Fund about resuming its support to the southern African nation. It was suspended in April because of undisclosed loans.
In Mozambique, an Islamist insurgency ravaged large parts of the country's north, creating a humanitarian crisis. Since 2017, militants linked to the so-called Islamic State have been launching attacks in Cabo Delgado province. In March the militants staged their most brazen attack yet, seizing the town of Palma after a killing spree in which they beheaded civilians.
Now authorities say they have flushed out the extremists and it is safe for people to return home.

The Party of Justice and Development, known as PJD, came to the forefront of Morocco's political scene following the Arab Spring.
Since then, it has led the government following victory in two elections.
But on Wednesday, the PJD lost more than 100 seats, a performance that pushed it to the margin of politics in Morocco.
A party considered close to the palace is now expected to lead the next government.
But will that change anything?
