Activists in Tunisia are raising alarm over an increase in racist violence and hate speech against sub-Saharan African migrants and refugees who reside in the country. The increasingly inflammatory rhetoric has also been accompanied by crackdowns on migrants marked by arrests, detentions and evictions.

The outrage follows recent statements by Tunisian President Kais Saied espousing what protesters are saying is xenophobic and anti-Black racist rhetoric. President Saied claimed that the presence of migrants is part of a plot to change the country’s demographic composition. Following backlash, he made a statement denouncing racism and announcing changes to visa rules for African citizens.

While activists remain sceptical of his announcements, the rhetoric, critics say, is similar to the “great replacement theory”; a popular conspiracy theory among nationalists used to stoke populist and xenophobic support.

This comes at a time when the country’s economic, political and social stability continues to decline leading analysts to view the turn against migrants and refugees as a brazen effort to scapegoat the country’s downturn.

Anti-Black racism and anti-immigrant sentiment has long been a simmering issue in the country, and in solidarity many Tunisians are taking to the streets and social media to protest in support of migrants and share their own experiences with anti-Black racism in Tunisia.

In response, countries and international bodies alike have condemned the violence and speech. The World Bank is pausing future work with the country, the African Union has issued a statement denouncing the treatment of migrants, and several sub-Saharan countries have begun repatriation of citizens who wish to leave Tunisia.

In this episode of The Stream, we’ll look at what’s driving racism and violence against Black people in Tunisia.

Tunisia has ousted Zine Al Abidine Ben Ali, its former president, but shaking off the vestigages of authoratirian rule is proving to be an arduous task.

One of the relics of the old regime that has received particular criticism from human rights groups is the anti-terrorism law under which so many political opponents were convicted under Ben Ali's rule.

In Tunis, Al Jazeera's Nazanine Moshri speaks with one former political prisoners, and the family of another young man still serving out his sentence.

Tunisia's President Kais Saied has been celebrating his apparent victory in a referendum on a new constitution that gives him almost unlimited powers.

An exit poll indicated more than 90% of those who had voted had supported the president's plan, but turnout was only 27.5%, with main opposition parties boycotting the poll.

President Saied promised that Tunisia would now enter a new phase, after what he describes as a decade of political deadlock, but his opponents will cite the low turnout as denying legitimacy to what they see as a worrying move back towards autocracy.

President Kais Saied's freezing of Parliament had followed mass protests with much of the anger directed at the Ennahdha party for its handling of the economy and a raging pandemic.
Some see President Saied’s decision as a necessary intervention, where Parliament had failed the people.
Others fear it’s an unconstitutional power grab that could lead to a dictatorship - a move that would see the end to the Jasmine revolution that paved the way to a decade of democracy.

Al Jazeera's Laura Burdon-Manley has this report.

Migrants in Tunisia have been attacked after the fatal stabbing of a 41-year-old local man during an altercation with several migrants from sub-Saharan Africa.

Videos of the attack have been widely shared. One shows a masked perpetrator screaming that "black Africans are a threat to us and our women" and then inciting people to assault the migrants.

The Tunisian authorities have responded by forcibly removing more than 100 migrants from the city of Sfax and driving them to the Tunisian-Libyan border.

A further 1,000 have since been removed from the city and taken to both the Libyan and Algerian borders.
