The embattled coastal human rights group Haki Africa has now revealed that the government has been partnering with them in organising and carrying out trainings for different sectors. That same government has now declared Haki Africa as a possible terrorist sympathizer or source of funds for terror. What is going on? Haki Africa officials say they are shocked by the turnaround and wonder why the government sought their cooperation in the past.

South Africa's Government is studying a court's rejection of its bid to appeal a ruling that authorities erred in letting Sudan's wanted leader leave the country despite a court order barring him from doing so. President Omar Al-Bashir, who was in South Africa for an African Union (au) Summit in June, was allowed to depart for Khartoum even though a Pretoria court had issued an order banning him from leaving.

The State has beefed up security at the Africa Spirits limited and WOW beverages associated with business mogul Humphrey Kariuki, after incriminating evidence from the firm allegedly went missing. It is feared that the state could lose up to six billion shillings if some of the counterfeit excise stamps that have disappeared could find their way into the market.

How African governments negotiate infrastructure deals with Chinese lenders and construction companies is far more complex than many assume. While most focus on the role of the head of state, the reality is that the leader is just one of many actors that has a say in the process.

A trio of scholars recently published an in-depth analysis that explores the internal political dynamics for three high-profile Chinese infrastructure projects in East Africa including the Bagamoyo Port in Tanzania, the Adama wind farm in Ethiopia, and the Port of Lamu expansion in Kenya.

Frangton Chiyemura from The Open University, Elisa Gambino from LSE, and Tim Zajontz from the University of Freiburg in Germany join Eric & Cobus to discuss their research and why it's so important to understand the particular attributes of African agency in this process.

Topic: The Politics of Land Reform in South Africa and
Challenges Ahead.

About the Talk:

Since the transition to democracy in 1994, land reform has been one of the most political socioeconomic structural challenges of post-apartheid South Africa. Land continues to be both economic and social capital needed to be integrated into the formal economic system. The COVID-19 pandemic has exacerbated the national challenges of food insecurity and unemployment in South Africa prompting an increase in expectations of land from the previously
disposed of groups.

The inequality of land distribution in South Africa is rooted in the 1913 Natives Land Act that
reserved almost 93 percent of the land for about 10 percent white population. At the end of apartheid, the white population owned over 90 percent of the land. Despite the constitutive reforms and various amendments since 1994, 72 percent of farms and agricultural holdings are owned by whites, who make up 8.2 percent of the population.

Black South Africans comprise 80.2 percent of the population own 4 percent of the land. This slow progress in land redistribution has made land reform top political rhetoric at every election circle and a national debate. The “willing-seller, willing-buyer” land redistribution policy of previous governments was seen as problematic and a major obstacle to the execution of land policy. Consequently, in 2018, the policy was eliminated by the ANC-led government and the parliament adopted the Economic Freedom Fighters (EFF) proposal of expropriation without compensation
(EWC). Despite the overwhelming support for land policy, there is an increasing debate and sharp divide on the implementation of the new EWC policy. This paper set to contribute to the ongoing debate by examining how the policy shift would contribute to the inclusive socio-economic development of the country. This research set to address some questions raise by this ongoing debate such as -To what extent would the current policy impact the socio-economic transformation, create jobs and reduce inequality in the coming decades? How would the current
land reform provide strategy to overcoming the dual economic structure of the country? Or is this politics as usual?

(17 Apr 1995) English/Nat

In a bitter and angry statement, Winnie Mandela resigned from the South African government Monday, pre-empting her second dismissal from her ministerial post which was due to come into effect tomorrow (Tuesday).

She continued to taunt her estranged husband President Nelson Mandela by suggesting that her dismissal as a Deputy Minister may be illegal.

President Mandela first fired his wife as Deputy Minister of Arts, Culture, Science and Technology on March 27, following her involvement in a string of embarrassing incidents and allegations of corruption.

Winnie Mandela went to court to challenge the dismissal which she
said was unconstitutional. The president reinstated her just long enough to dismiss her a second time - this time following the correct constitutional procedures.

The second dismissal would come into effect tomorrow Tuesday.
Winnie Mandela has seized upon yet another technical loophole and today resigned before being forced from office.

Winnie Mandela was angry over the manner in which the President and those in his office had handled her dismissal.

SOUNDBITE:
The President's letter, although dated Good Friday, 14 April 1995 was delivered to me in an unsealed envelope at 11.30 pm (Cutaway of letter) on Thursday, 13 April 1995 and purports to terminate my appointment as Deputy Minister only as from Tuesday 18 April 1995. Aside from this repeated clumsy, unprofessional and inept behaviour of the President's office, one thing is clear and that is that I am still Deputy Minister up until 18 April 1995.
SUPER CAPTION: Winnie Mandela

Winnie Mandela again challenged the president to provide the reasons
for her dismissal and reserved the right to start legal proceedings against him if she was unsatisfied.

She remains convinced that her second termination would again be legally invalid and unconstitutional. She called on the President to provide reasons for her dismissal.

SOUNDBITE:
The President owes it to me as a citizen of this country in my capacity as Deputy Minister.
SUPER CAPTION: Winnie Mandela

Winnie Mandela said that she would continue to serve the African
National Congress as a committed member and as president of the ANC Women's League.

SOUNDBITE:
In the circumstances, whilst still Deputy Minister of Arts, Culture, Science and Technology, I publicly resign from that office to pay attention to the more pressing issues I have set out here above.
SUPER CAPTION: Winnie Mandela
