"There is a new scramble for Africa" - Prof PLO Lumumba observed at a panel discussion on 'foreign interference in Africa, the enduring destabilising factor', during the 10th National Security Symposium jointly organized by the Rwanda Defense Force Command and Staff College and the University of Rwanda.

Former Kenyan Prime Minster, Raila Odinga, is pushing hard to launch the Africa Investment Fund aimed at ensuring that Africa can develop its infrastructure.

Odinga says the continent can use sovereign, pension, and insurance funds to establish infrastructure funds.

He's lamented the energy problem in Africa as a stumbling block to continental economic development.

On Monday and Tuesday, the African Union will convene the Africa Infrastructure summit in Senegal.

Odinga spoke to the SABC International News Editor Sophie Mokoena.
