SECRETARY-GENERAL/COP26
Today in Glasgow, Scotland, the Secretary-General delivered the keynote address at the COP26 World Leaders Summit.
Mr. Guterres gave a blunt assessment of the status of our efforts to combat climate change as we face the hottest years on record. The world’s addiction to fossil fuels is pushing us to the brink and it is time to stop it before it stops us, he said.
Recent climate action announcements might give the impression that we are on track to turn things around. This is an illusion, the Secretary-General warned.
The Secretary-General also identified three areas of action. First, keeping the goal of 1.5 degrees Celsius alive. He called on delegates – from all countries – to show maximum ambition, in terms of mitigation and immediate concrete action to reduce emissions by 45% by 2030.
Second, he told COP attendees to do more to protect vulnerable communities from the clear and present danger. All donors must allocate half of their climate finance to adaptation, he stressed.
Third, the Conference, must be a moment of solidarity by making the $100 billion commitment a reality. The Secretary-General implored the leaders to choose ambition, to choose solidarity and to choose to safeguard our future and save humanity.
Also today, the Secretary-General held two bilateral meetings. He met with the head of Kuwait’s delegation to the COP, Prime Minister HE Sabah Al-Khalid Al-Sabah, and he discussed Kuwait’s Nationally Determined Contribution and welcomed Kuwait’s efforts to increase renewable energy and nature-based solutions to address climate action.
The Secretary-General also met with the Special Envoy for Climate of China, Mr. Xie Zenhua. They had a prolonged exchange on how to organize and provide coalition-based support to help emerging economies accelerate decarbonization as well as on how to phase out coal.
The Secretary-General also joined a UK event hosted by Prime Minister Boris Johnson entitled “Action and Solidarity – the Critical Decade.” The event is designed to bring leaders from a small group of developed and developing nations to a roundtable to put solutions on the table and set the course for the two weeks of negotiations.
He told the leaders gathered around the table to instruct their Ministers and negotiators to aim high and match ambition with action. We need to leave Glasgow in two weeks with a comprehensive and balanced deal, he added.
Later this evening, the Secretary-General will attend a reception hosted by the UK government for COP participants. And tomorrow, he is scheduled to have meetings with five regional groups as well as other bilateral meetings with world leaders, and he will also meet with representatives from civil society, including his Youth Advisory Group.
CHILDREN AND ARMED CONFLICT
The UN Special Representative for Children and Armed Conflict, Virginia Gamba, today said that tackling the climate emergency can contribute to the protection of millions of conflict-affected children.
The impact of climate change can aggravate fragilities and worsen conflict dynamics, Ms. Gamba said, adding that children are the most vulnerable group in times of crisis. She is also joining calls from other UN Officials to translate climate emergency commitments into actions, and to invest in adaptation and resilience so that children can realize their rights to grow up and to thrive in peaceful societies.
SECRETARY-GENERAL/COVID-19
In a message issued this morning on the five millionth death worldwide due to COVID-19, the Secretary-General stressed that this is not just a number on a page, but represents lives cut short by a merciless virus that respects no borders.
The Secretary-General called it a global shame that, while wealthy countries are rolling-out third doses of the COVID-19 vaccine, only about five per cent of people in Africa are fully vaccinated.
He also noted that five million deaths should also stand as a clear warning that we cannot let our guard down. We are still seeing more deaths, with overcrowded hospitals and exhausted health workers. We also see the risk of new variants spreading and claiming more lives.
He once again called on world leaders to fully support the Global Vaccination Strategy he launched with the World Health Organization (WHO) last month. We need to get vaccines into the arms of 40 per cent of people in all countries by the end of this year and 70 per cent by mid-2022.

About the Speakers:
Jennifer Leaning is the François-Xavier Bagnoud Professor of the Practice of Health and Human Rights and director, FXB Center for Health and Human Rights, at the Harvard School of Public Health. Her interests include public health, medical ethics, and early warning in response to war and disaster, human rights and international humanitarian law in crisis settings, and human security in the context of forced migration and conflict. She has field experience in public health assessment and human rights in crisis situations (including Afghanistan, Albania, Angola, Kosovo, the Middle East, former Soviet Union, Somalia, the Chad-Darfur border, and the African Great Lakes area) and has written widely on these issues.
Nahuel Arenas joined Oxfam in 2007 and since then has occupied several positions in the organization, leading humanitarian responses in Mozambique, Chad, Mauritania, Burkina Faso, South Sudan and supporting Oxfam’s response in Haiti. He has previously worked for Action Against Hunger and the Japan International Cooperation Agency in different countries, and consulted for UN-HABITAT. He holds a M.A. in International Politics by the School of Oriental and African Studies (University of London), and degrees in crisis management and public policy. He joined Oxfam America in 2013 as deputy humanitarian director, and is now director of the humanitarian response department.
Ali Aljundi, a Syrian civil activist, has brought his diverse experience and wide knowledge of the Syrian conflict to his work at Oxfam America as a Syria project officer. He focuses on peacebuilding and empowering the Syrian civil society. He helped establish a local NGO in his home district and helped in securing funds for sustainable community empowerment projects. He contributed to launching the Syrian NGO’s platform. He worked on youth employment and career development through his profession at United Nations Relief and Work Agency. Previously, he worked in microfinance, rural development and women empowerment in his capacity as a marketing development officer at Aga Khan Foundation.
Serena Parekh is an associate professor of philosophy at Northeastern University. Her research interests are in social and political philosophy, feminist theory, continental philosophy, and the philosophy of human rights. Her recent publications include: “Hannah Arendt and Global Justice.” in Philosophy Compass (forthcoming); "Between Community and Humanity: Arendt, Judgment and Responsibility to the Global Poor.” in Philosophical Topics (2013); "Does Ordinary Injustice Make Extraordinary Injustice Possible? Gender, Structural Injustice and the Ethics of Refugee Determination.” in The Journal of Global Ethics (2012); and Hannah Arendt and the Challenge of Modernity: A Phenomenology of Human Rights. She is currently finishing a manuscript about our moral obligations to refugees that will be forthcoming with Routledge in 2016 (tentatively titled: "Refugees and the Ethics of Forced Displacement").

Anna Hardman has taught at Tufts University since 1995. Her research focuses on urban economics (regulation and the informal sector in housing markets in developing countries, the development and provision of services in peri-urban areas, and neighborhood income distribution) and on migration (remittances and the impact of immigration on housing markets in migrants' home and host communities).

UN Secretary-General Ban Ki-moon in 2011 declared that human protection had become the 'defining purpose of the United Nations in the 21st Century'.
Professor Anne Orford, holder of the Michael D Kirby Chair of International Law at Melbourne Law School, will explore the implications of the shift from the language of humanitarian intervention to the responsibility to protect. Dr Emily Crawford will provide a commentary.
On August 8, 1942, Mahatma Gandhi and the All India Congress Committee gathered at Gowalia Tank Maidan in Mumbai. They came together to advance the fight for independence and find a way to unite the people in this struggle. In his historic speech, Gandhi Ji delivered a simple yet powerful mantra: "Do or Die.” This marked the beginning of the Quit India Movement, a movement that didn't rely on prominent leaders but inspired people to join the fight for freedom. The British authorities, sensing the growing resistance, arrested many leaders, including Gandhi Ji. However, the movement continued to gain momentum, and its impact was so significant that it became one of the most serious rebellions against British rule. In this video, we will explore the inspiring story of how our ancestors united to fight for India's independence during the Quit India Movement, despite facing challenges and arrests. Mercifully, they didn't land the first moment they could, but at last they're here, prepared to express their intentions by putting (robotic) boots on the ground.
Last time, our answer was US armour sporting lasers and railguns.
This time, we haven't got any of that. What we do have are the combined armies of Asia and the middle east, so a lot of post-Soviet style armour and all the foot sloggers you could want.
You can see where I'm going with this....it's time to meet quality with quantity.
For the past five years, Venezuela has suffered through persistent political and economic crises that have led to chronic shortages of food, fuel, electricity and running water. More than 5 million people have fled, triggering a refugee crisis in neighboring countries. China is currently Venezuela’s richest and most powerful international partner and could play a greater role than any other external actor in helping to stabilize Venezuela. But to date, Beijing has remained largely on the sidelines regarding humanitarian relief and silent on the broader political crisis.
China-Venezuela relations were strong at the outset of the 21st Century, but there are indications that China may be growing dissatisfied with the status quo. These include failed infrastructure projects, labor disputes, the challenges of navigating oil embargos and, most importantly, Venezuela’s inability to repay billions of dollars in loans from China. These economic interests will most likely be an important consideration as Beijing navigates its possible involvement in resolving the crisis.
On July 22, USIP hd ostea discussion on the nature of the China-Venezuela relationship, the role China could realistically play in support of a negotiated political settlement and how Washington and Beijing may be able to find common ground on key issues.
