President Abdelaziz Bouteflika has been in power since April 1999. Critics say that during his time in power, he's led a corrupt regime and hoarded the country's wealth. Algerians have been protesting for weeks in an effort to force him to step down.

The ICJ will hold its second day of hearings today. It's all part of a week-long process in which representatives from 52 countries will provide oral arguments on the legal consequences of Israel’s occupation of the West Bank, East Jerusalem and Gaza.

A Palestinian legal team kickstarted hearings in The Hague on Monday, while Israel has refused to participate in proceedings beyond a written argument. Today, the court will hear oral arguments from the following 11 countries: South Africa, Algeria, Saudi Arabia, Netherlands, Bangladesh, Belgium, Belize, Bolivia, Brazil, Canada and Chile.

Algeria has circulated a new draft Security Council resolution demanding an immediate humanitarian ceasefire in Gaza. The move comes after a lengthy Council meeting on Wednesday that sought to ventilate the recent ruling by the International Court of Justice imposing provisional measures on Israel's conduct in its military offensive against Hamas and other militant groups in Gaza that has seen a massive number of civilians killed. Sherwin Bryce-Pease reports that negotiations on the new draft are in its infancy.

For the last two weeks, tens of thousands of Algerians have been protesting against the attempt of its 82-year-old president, Abdelaziz Bouteflika, to run for a fifth term.

Algeria's military chief has been referring to the country's civil war of the 1990s that came to be known as Algeria's "Black Decade". It began in 1992 with a military coup, which prevented the opposition Islamic Salvation Front from winning a second round of what was meant to be the country's first democratic election.

The war that ensued killed 200,000 people and injured many more.

Furthermore, 15,000 Algerians also disappeared.

Dalia Ghanem Yazbeck, an Algerian Political Analyst and Resident Scholar at Carnegie Middle East Center in Beirut, talks to Al Jazeera about whether the shadow of the country's civil war still hangs over the political crisis.

Algeria celebrated 60 years of independence from France on Tuesday with nationwide ceremonies, a pardon of 14,000 prisoners and its first military parade in decades. The events mark the country’s official declaration of independence on July 5, 1962, after a brutal seven-year war that ended 132 years of colonial rule. Opposition figures and pro-democracy activists called the elaborate celebrations an effort to distract attention from Algeria's economic and political troubles by glorifying the army, and called for the release of political prisoners. For more analysis, FRANCE 24 is joined by Jihane Boudiaf, a Research Analyst whose work contributes to several Country Risk teams at S&P Global Market Intelligence, covering sub-Saharan Africa, North Africa and the Middle East. "This is not so much about the pro-democracy movement or the FLN," explains Ms. Boudiaf. The UN Security Council is set to vote in a few hours on a resolution demanding a cease-fire in the war between Israel and Hamas, which is labeled as a terrorist organization in many countries. The Algeria sponsored plan, representing several Arab nations, calls for an immediate humanitarian cease-fire as well as the release of all hostages. The US has said it will veto that resolution, and has instead proposed its own. It calls for a temporary cease-fire linked to the release of hostages. It is as yet unclear if the US resolution will be put to a vote as well.
