South Africans may be required to contribute up to 12% of their earnings to a new government-backed fund. Earlier this week, the Department of Social Development released its Green Paper on Comprehensive Social Security and Retirement Reform, which proposes the creation of a new National Social Security Fund (NSSF) - a government-managed fund which will provide retirement, disability and unemployment benefits. All employers and employees will initially be obliged to contribute up to 12% of qualifying earnings, up to a ceiling, which is currently proposed as $18,429 per year. This means South Africans will pay up to $184 a month to the fund. The first 10% of this contribution will go to the mandatory fund, rather than to a retirement fund. The next 2% will go towards unemployment insurance.

Two major sporting codes have joined the NRL in support of the Voice to Parliament, but at the same time a new poll has found a softening in support for the yes vote.

Mick Gooda is a former social justice commissioner. He headed the royal commission into youth detention in the Northern Territory. He's now part of negotiations for a treaty between First Australians and the Queensland government and he's involved in the creation of the Voice to Parliament.

Gooda made a surprise intervention today, calling for the Yes side to compromise by removing from the proposal the ability of the Voice to deal directly with executive government. He made the recommendation, he says, because the stakes for success are so high, warning if the referendum fails Australia would be seen around the world as the new South Africa.

Despite vowing to stop propping up strongmen in Africa, France is backing a Libyan warlord and Chad's dictator.

Many welcomed French President Emmanuel Macron’s promise in 2017 to end what was known as “Francafrique”, or France’s sphere of influence over its former colonies in Africa. But many say France is still up to its old games.

In Libya, Macron has thrown his lot behind the renegade military commander Khalifa Haftar, secretly supplying arms and training despite the UN and Libya’s former colonial power, Italy, backing the government in Tripoli. Forces loyal to Haftar have blockaded oil ports and have stopped pipelines, strangling the economy of much-needed funds.

And while fighting so-called "Islamist" militants, France deployed warplanes to attack a rebel convoy in northern Chad, helping to keep President Idriss Deby in power. Deby has faced several coup attempts since gaining power in 1990.

But is it all about the oil?

“Really what Macron has presented is the case for a changed relationship with Africa, not so much a reducing or a retreat from the continent, but much more for putting the relationship on to a new footing,” Paul Melly, consulting fellow at Chatham House, tells Al Jazeera.

“And you can see that most strongly in the relationship with the West African countries, and particularly the very troubled Sahel region on the margins of the Sahara where Macron has argued the case for much more of a partnership approach but also economic reforms.”

Melly adds that France has “long-standing traditional economic and security interests” in a range of countries, from Chad right down through Central Africa, that do not have a good governance record.

Brexit: What does it mean for the UK economy?
“Get Brexit done” – that was the slogan that won the 2019 election for British Prime Minister Boris Johnson.

Britain left the European Union this year but the kind of relationship the country has with the rest of Europe has yet to be decided and the process is unlikely to start until March.

The economic cost of Brexit hit $170 billion, according to Bloomberg Economics, and that number could rise by another $100 billion by the end of 2020.

Counting the Cost examines what Brexit means for one of the worst-performing industrial economies.

Hamish Muress, a senior currency strategist at OFX, tells Al Jazeera: “For our clients, the big questions will be around what happens to the pound and what happens to the euro over the next 12 months.”

Bilal Hafeez, CEO of Macro Hive, says the EU is the UK's largest trading partner, and when the UK was a member of the European Union it enjoyed a free trade agreement.

He adds: “So whatever the agreement is with the European Union, at the end of this year it will not be as free as it once was in terms of frictionless trade …”

South Africa's unemployment rate has hit a record high from 34.4%, according to the quarterly labour force survey in the second quarter of 2021, to 34.9 in the third quarter. Economist Duma Gqubule wrote that the unemployment crisis in South Africa is the most heart-breaking betrayal of the promises and dreams of liberation. Gqubule says after years of failed economic policies, the time has come to change course and learn the lessons of economic development that have enabled some countries to transform their economies in one generation. A South Africa study has found the omicron variant protects more than fourfold against the delta variant. The delta variant caused more severe symptoms which could lead to less severe cases of the virus in the future. People infected with the heavily mutated omicron variant of Covid-19 may have increased immune protection against delta, a new study says.

As a consequence, omicron could displace delta, according to the small study published by South African scientists this week.

The findings could have significant implications for nations such as the United States where omicron infections are rapidly increasing but the delta variant, which has caused an increase in hospitalizations, is still widespread.

“These results are consistent with Omicron displacing the Delta variant, since it can elicit immunity which neutralizes Delta making re-infection with Delta less likely,” the team of scientists, led by Khadija Khan at the Africa Health Research Institute, wrote in their findings.

If omicron displaces delta and proves more mild than past variants, “the incidence of Covid-19 severe disease would be reduced and the infection may shift to become less disruptive to individuals and society,” according to the scientists’ findings.

Omicron was first identified by South Africa and Botswana in November.

The study has not yet been peer-reviewed. Researchers have been publishing their findings before they are evaluated by other experts in the field due to the urgent nature of the pandemic.

The study followed 13 people, 11 of whom had been infected with the omicron variant. Seven of the participants were vaccinated: three people who received two doses of the Pfizer and BioNTech vaccine and four who received the Johnson & Johnson shot.

The antibody response of people infected with omicron appeared to increase protection against the delta variant more than fourfold two weeks after the participants enrolled in the study. Participants also showed a fourteenfold increase in the ability of antibodies to block omicron reinfection.

However, the scientists cautioned that it is unclear whether increased protection is due to omicron-induced antibodies, vaccination or immunity from a previous infection. Vaccinated individuals demonstrated stronger protection.

In the United States, omicron represented 58% of sequenced Covid cases while delta represented 41% last week, according to data from the U.S. Centers for Disease Control and Prevention.

Hospitalizations in the U.S. surged during the fall due to the delta variant, straining health-care systems in several states. More than 70,000 people in the U.S. are currently hospitalized with Covid, up 3% over the past week, according to a seven-day average from the Health and Human Services Department as of Dec. 27.

The highly contagious omicron variant is driving a surge in U.S. Covid infections. The country reported an average of more than 237,000 daily new cases for the seven-day period ended Monday, up 66% over the past week, according to a CNBC analysis of data from Johns Hopkins University.

At least three people have died in Guinea and several others have tested positive for the hemorrhagic fever, prompting authorities to declare an outbreak of the Ebola virus.

Seven people, four men and three women, tested positive after attending the funeral of a nurse who died from the disease, health officials said Sunday.

All patients from N’Zerekore in the southeast of the country were hospitalized, one of them in the capital Conakry, the deputy head of the National Health Security Agency, Buona Yattassaye, said by phone.

Guinea, the world’s biggest exporter of bauxite, was at the epicenter of the 2014-2016 Ebola epidemic that killed more than 11,000 people in West Africa.

Tracing teams would be sent to the affected region while authorities in the capital are working to secure Ebola vaccines, according to an emailed statement from the Ministry of Health. The nurse who fell ill in late January and was buried on Feb. 1 was identified as the first case in the country since then.

“The nurse was likely infected by a patient,” the head of the National Health Security Agency, Sakoba Keita, told reporters in Conakry on Sunday. “We’re looking for that patient now,”

In neighboring Liberia, President George Weah ordered health authorities to “engage villages and communities bordering Guinea and increase anti-Ebola measures.”
