Higher education in Libya and lessons learned after the Corona pandemic
Dr. Mohamed Masaud
Director of Total Quality Directorate, Ministry of Education, Libya

The Future of Higher Education in MENA towards achieving Agenda 2030
مستقبل التعليم العالي في الشرق الأوسط وشمال أفريقيا نحو تحقيق أجندة الأمم المتحدة 2030
INTERNATIONAL ONLINE CONFERENCE
21-22 February 2021

The mission of the MEKEI research institute is to use research and education to help transform the countries of the Middle East and North Africa to advanced, knowledge-based societies led by sustainable innovation and social advance. Many consider the Middle East and North Africa (MENA) region as one of the most important emerging parts of the world economy in the 21st century. MENA is strategically vital as it produces the majority of the world's oil. However, despite the region's oil, most MENA countries score lower on Human Development Index (HDI) world ranking, with GDP, productivity and investment rates well below the global average. It is, therefore, becoming widely accepted that the dominant economic model of the region - based on the public sector, oil incomes and workers' remittances - is not up to the challenges of modern globalisation and the needs of advanced knowledge-based societies. Given the apparently contradictory needs of economic growth and environmental conservation, it comes as no surprise that knowledge management, innovation and sustainable development (SD) have had such a powerful influence in contemporary discussions on the future of the region.

Listen to #PodKAS - Bridging Voices Series: "Inter-Libyan Dialogue efficiency and outcomes – Future Dialogue on Libya" - Also available on SoundCloud - www.linktr.ee/MDPD

---

Following multiple peace-talk initiatives by the international community attempting to resolve the conflict in Libya, The Konrad-Adenauer-Stiftung Regional Programme South Mediterranean (@kas.poldimed) and MDPD KAS in Brussels (@kas.mnedbrussels) created this podcast within the frame of the “Inter-Libyan dialogue”, a series of meetings, agreements and actions that aim to resolve the ongoing civil war.

Political and military rivals, as well as international key players, have taken part in this process. Recently, Libyan delegations signed an agreement on a mechanism for appointments to sovereign positions, marking the end of a second round of dialogue in Bouznika, Morocco from October 2-6, 2020. The two rounds of inter-Libyan dialogue, held in Bouznika between the delegations of the High Council of State and the Libyan House of Representatives, strived to strengthen trust between the two rival institutions and constitute a “positive” precedent on which they can capitalize.

JAZAN, SAUDI ARABIA: High in the mountains of Saudi Arabia, in the very southwestern corner, on the border of Yemen, is Jazan province. It’s a unique part of Saudi Arabia, where some of the world’s most prized coffee in grown and where the mix of culture and food is unlike other parts of the country. Today we have the privilege to visit a local coffee farm where a local family will be cooking a full goat haneed in the backyard.

We began our journey from Jizan city, in the Jazan province of Saudi Arabia. The city is located on the Red Sea, yet just an hour drive away to Fayfa, and you’re transported high into the rugged green mountains that are famous for generations of coffee farming.

Coffee is more than just a drink here, it’s a symbol of hospitality and a gesture of welcome. The coffee is much different than your typical Americano - it’s roasted very lightly, and brewed with cardamom and saffron for a unique fragrance. Rather than using sugar, coffee is served black, but with dates so you can alternate between sips of coffee and sweet dates. The combination is perfect.

After a welcome and coffee, we lit the outdoor wood fire oven, and then took a tour of the farm to learn about the prized Khawlani coffee beans. The farming practice has been passed down for generations in this area. Along with coffee, there were many medical edible herbs throughout the mountain.

Back to the oven, we loaded up an entire goat, along with big handfuls of sour dough, scented with the aroma green leaves. The oven was closed tight for a couple of hours to seal in all the steam and smoke. This cooking technique is common in Saudi Arabia and really does a great job of smoking, baking, and steaming all at the same time.

The time finally came, and we dished out all the tender goat on the rice trays. There were also a number of side dishes, including fresh buttermilk served in a smoky wooden bowl, a variety of doughs served with ghee, and possibly the highlight for me; helba, a sudsy fenugreek sauce that’s definitely a unique flavor, and loved in this region.

It was a meal I’ll never forget, in this friendly coffee village in the mountains of Jazan!

Deep in the Sahara, far from any towns, roads, or other signs of life, is a row of markings in the sand. There are dozens of them stretching for miles in a straight line in central Algeria, each consisting of a central point surrounded by a circle of 12 nodes, like numbers on a clock. And when we started making this video, no one seemed to know what they were.

We first saw the circles back in September 2021, after finding a Reddit post on r/WhatIsThis with coordinates asking what the circles could be. With just two upvotes and two commenters, it wasn’t exactly a lively discussion. But seeing the circles themselves on Google Earth was fascinating: They were eerily perfect in their shape and regularity, but so deeply isolated in the desert. We were hooked on finding an answer.

So we decided to make a video out of trying to solve the mystery, no matter where it took us. We documented every step of the process — from Zoom calls and web browser screen recordings to vlogs and field shoots — to show the reporting process from the inside out. And when we maxed out what we could learn on the internet, we handed over this story to a team in Algeria to take it all the way.

The Rwandan government welcomed 66 Libyan refugees to the Eastern providence of Gashora.

The refugees are predominantly from the Horn of Africa and this includes women, children and youth at risk.

In addition to the 66 people, Rwanda currently has over 149,000 refugees. The new arrivals will be housed in a centre outside Kigali, where they will be free to move around.

Here's the J. Kenji López-Alt article I mentioned about whether you should salt bean soak water: https://www.seriouseats.com/20....16/09/salt-beans-coo

***RECIPE, SERVES 6-8***

1 lb (454g) dried small (Mexican) red beans
1 red onion
1 red bell pepper
2 stalks celery (plus celery leaves for garnish)
2 tablespoons tomato paste
1 smoked ham hock (or smoked turkey leg, or spoonful of smoked paprika)
paprika
garlic powder
cumin
oregano
dried sage
salt
pepper
olive oil
sugar
vinegar
hot sauce for garnish
cooked rice to eat it with

Soak the beans in enough water to keep them submerged as they double in size overnight. (Kenji recommends 15g of salt per liter of soak water, but plain water is fine too.)

The next day, you can either keep the soak water, or drain it out and rinse the beans clean. (The water has a lot of good color, but there's some evidence that it increases gas if you use it, and Kenji says he gets better texture by discarding salted soak water and rinsing the beans clean.)

Cut the onion, pepper and celery stalks into a medium dice, and put them in a big pot with a little olive oil. Cook over high heat, stirring constantly, until they seem at least halfway cooked. Stir in the tomato paste, then quickly add in the beans and enough water to cover everything before the paste burns. Drop in the ham hock.

Reduce the heat to a low boil and cook, stirring occasionally, until the beans taste done — 45-60 min. At any point in the process, season to taste with salt, pepper, paprika, garlic powder, cumin, oregano and sage. At the very end, stir in a pinch of sugar and a tiny splash of vinegar (not traditional but very good).

Serve the beans alongside rice, garnish with celery leaves, and drown in hot sauce. You can try to eat some meat off of the ham hock, but keep in mind it was chiefly for flavoring the beans.
