Abstract:
Although the question of environmental sustainability has attracted unprecedented interest among academics, policymakers and practitioners in recent years, the debate whether renewable or non-renewable energy consumption enhances or impedes environmental sustainability remains far from being settled. Thus, this study empirically examines the effects of fossil fuel and renewable energy consumption on environmental degradation in Africa over the 1996-2020 period. The study employs the ordinary least squares (OLS), system generalised method of moments (SGMM) and Driscoll-Kraay robust standard errors estimators. Results of these econometric techniques show that energy consumption (both fossil fuel and renewable energy) increases greenhouse gas (GHG) emissions, thereby impeding environmental sustainability. These results are robust across various regional economic blocs and income groups but for Upper-middle-income countries and the Economic Community of Central African States (ECCAS) where energy consumption is environment-enhancing. Furthermore, as regards transmission mechanisms, the results show that the environmental impacts of fossil fuel consumption are modulated through financial development and ICT adoption, leading to respective positive net effects of 0.04460796 and 0.07682873. This is up to respective policy threshold levels of 203.265 and 137.105 of financial development and ICT when the positive net effects are nullified. Contingent on these findings, it is imperative for African countries to develop sound financial systems and encourage the use of green technologies. However, policymakers should also be aware of the critical levels of financial development and ICT, beyond which complementary policies are required for non-renewable energy consumption to maintain a negative impact on environmental degradation.

His research interests are in the domains of development and environmental economics, resource and energy economics, and institutional economics. His works in these areas have been published in leading international journals, including Resources Policy, Environmental Science and Pollution Research, Energy Reports, and African Development Review.

Rick Kittles Ph.D. '89 - Professor and founding director of the Division of Health Equities within the Department of Population Sciences at the City of Hope (COH)

- Rick Kittles, Ph.D., is Professor and founding director of the Division of Health Equities within the Department of Population Sciences at the City of Hope (COH). He is also Associate Director of Health Equities of COH Comprehensive Cancer Center. Dr. Kittles is well known for his research of prostate cancer and health disparities among African Americans. Dr. Kittles’ research has focused on understanding the complex issues surrounding race, genetic ancestry, and health disparities. Dr. Kittles received a Ph.D. in Biological Sciences from George Washington University in 1998. His first faculty appointment was at Howard University where he helped establish the National Human Genome Center at Howard University.
Over the last twenty years he has been at the forefront of the development of ancestry-informative genetic markers, and how genetic ancestry can be quantified and utilized in genomic studies on disease risk and outcomes. His work has shown the impact of genetic variation across populations in pharmacogenomics, biomarker discovery, and disease gene mapping. Although a major focus of Dr. Kittles’ work over the past years has been on measuring and utilizing West African admixture in studies of genetic disease among African Americans, presently he is expanding his research focus to further include Latino and Native American populations to further enhance the robustness of the experimental design of his research studies. Dr. Kittles has NIH-funded projects to study genetic and environmental modifiers of serum 25-hydroxyvitamin D levels in order to improve our understanding of the role serum Vitamin D plays in health disparities. He is leading a multi-site collaboration studying modifiers of serum 25-hydroxyvitamin D [25(OH)D] levels and their role on prostate cancer susceptibility.
In 2010 Dr. Kittles was named in Ebony magazine’s “The Ebony Power 100.” Ebony selected the nation's top 100 African-American "power players" in sports, academia, religion, business, environment, science & tech, entertainment, arts and letters, fashion, politics, media, activism and health. In March of 2012 Dr. Kittles presented the Keynote Address to the United Nations General Assembly, “International Day of Remembrance of Victims of Slavery and the Transatlantic Slave Trade.” Recently Dr. Kittles was named by The Huffington Post as one of “Fifty Iconic Black Trailblazers Who Represent Every State In America.”

The 31 July 2020 is significant, less for the purported failure of the envisaged demonstrations and more for the extent to which it exposed a securocrat/military state on its last leg; forced to rely on its conventional but unsustainable military / security ideology which dictates that only brute force and coercion can forever keep a restive and discontented population submissive; and with its head of state virtually nominal if not hostage to the military-security establishment that installed him in November 2017, bereft of any socio-political base or legitimacy, and therefore isolated and besieged.

31 July this year was also a poignant reminder of the role of the military-security complex in both the disputed election and the 1st August 2018 massacre of innocent citizens; a military-security complex so aggressively invasive on 31 July this year, as an estimated 100,000 military, police and security personnel were regimented in defiance of a population already intimidated and fearful, not to mention the burden of the vagaries of everyday life ; a collapsed economy and a nonexistent health delivery system.

Therefore, 31 July this year is but a red flag, warning that that the situation in Zimbabwe has reached a new and unsustainable level altogether: the abductions ,torture and assaults of citizens - before, during and after 31st July; the arrest and incarceration of people in crowded and unhygienic conditions that expose the prisoners and their captors alike to the danger of COVID and its spread; and while the regimentation and deployment of virtually the entire army and police to contain peaceful protests demonstrates the fear that the securocrat state has of its own citizens, and in recognition that there in no longer any political trust in the state and government , this also places the security forces themselves at extreme risk of both contracting and spreading COVID-19.

Above all, it is evident that the events around 31st July show that all manner of citizens - black and white male and female, urban and rural - no longer have any faith in this government. Likewise, 31st July this year has quite rightly led to an informational outcry, and reinforced all the views that Zimbabwe is a pariah state.

Accordingly, this Policy Dialogue - on "What will it take to reach a Settlement in Zimbabwe?" - is both timely and appropriate, a week after the events surrounding 31st July, and with the backdrop of the four previous sessions in a Series that is seeking to understand the crisis in Zimbabwe as the bases for its resolution.
