The impact of Covid-19 on Africa

Africa continues to be a global strategic crossroad. A young, dynamic population and fast-growing economies mark many of the continent's most successful countries, features that have made Africa a site of competition between the United States and China. But conflict in Central Africa and ungoverned spaces from the Sahel to Somalia remain security concerns. There are reasons for cautious optimism with regard to many African countries' response to COVID-19, but the disease and the steps taken to mitigate it will doubtlessly affect Africa and its partners for years to come. This webinar episode will explore these events and their consequences, from the current state-of-play of public health in Africa to issues of human rights and governance to strategic implications regarding trade, debt relief and the potential security implications.

In 2020, the nature of the cooperation between the European Union and Africa is being negotiated and might profoundly change: a new EU-Africa Strategy, the EU-AU summit in autumn, the German Presidency of the Council of the EU, the development of new finance instruments – all against the background of a shaky multilateralism and the new challenges posed by the Corona crisis. An opportunity to raise the partnership to “a new level”? An opportunity to address not only issues such as security, migration, hunger and poverty but also sustainability, the empowerment of women and youth and fair trade?

This kick-off-webinar will take a look at the upcoming processes and discuss challenges and expectations. What offer does the EU present to raise the relations with Africa to a new level? The Hoover Institution hosts panel discussion "Africa in an Emerging World" on Monday, January 14, 2019 from 4:00pm - 5:15pm PST live from Stanford, the fifth of a new series led by former secretary of state George P. Shultz, whose intention is to learn from our changing world, to map our governance options in response, and to help structure a variety of efforts going forward.

Background:

Africa's increasing population growth will provide a young and urbanized population for decades to come. At the same time, Africa faces economic challenges and will acutely feel the effects of a changing climate. The discussion will explore what these demographic and environmental dynamics, alongside the promise of advancing technologies and new means of communications, will mean for governance and development across the continent.

Moderated by George Moose, United States Institute of Peace and former assistant secretary of state for African affairs.

About the project:
New and rapid societal and technological changes are complicating governance around the globe and challenging traditional thinking. Demographic changes and migration are having a profound effect as some populations age and shrink while other countries expand. The information and communications revolution is making governance much more difficult and heightening the impact of diversity. Emerging technologies, especially artificial intelligence and automation, are bringing about a new industrial revolution, disrupting workforces and increasing military capabilities of both states and non-state actors. And new means of production such as additive manufacturing and automation are changing how, where, and what we produce. These changes are coming quickly, faster than governments have historically been able to respond.

Led by Hoover Distinguished Fellow George P Shultz, his Project on Governance in an Emerging New World aims to understand these changes and inform strategies that both address the challenges and take advantage of the opportunities afforded by these dramatic shifts.

The project will feature a series of papers and events addressing how these changes are affecting democratic processes, the economy, and national security of the United States, and how they are affecting countries and regions, including Russia, China, Europe, Africa, and Latin America. As part of the CommonProtect programme, It’s a Penalty has produced a research report reviewing the legal systems protecting children from exploitation and abuse in 21 Commonwealth countries. To launch the report, we hosted a virtual launch event and panel of experts.
