You will have seen this morning that we announced that Michael Bloomberg had been reappointed as the Secretary-General’s Special Envoy on Climate Ambition and Solutions.
Mr. Bloomberg will support the work of the Secretary-General in growing and strengthening the coalition of governments, companies, cities and financial institutions committing to net-zero before 2050 in line with the goals of the Paris Agreement.
He will also leverage his experience and track record in accelerating the transition from coal to help deliver on the Secretary-General’s global call for the phase-out of coal in industrialized countries by 2030 and other countries by 2040.
SECRETARY-GENERAL/CLIMATE CHANGE
I want to flag that, on Monday, Mr. Guterres, the Secretary-General, along with COP26 UK President Alok Sharma will brief the Member States on the road to Glasgow.
He will stress the need to further expand the growing coalition for carbon neutrality, countries that have set a target for reaching net zero emissions by 2050 backed by ambitious Nationally Determined Contributions. He will also stress the importance of virtual negotiations in the months ahead to overcome the constraints imposed by the pandemic and the challenges to travel.

Survivors call it "Hell on Earth". In Libya, refugees are locked up in government-run prisons and private torture chambers. Often they are kept under inhuman conditions, tormenting them and even selling them into slavery.
"They treat us like animals", say the migrants who've managed to escape this 'Hell on Earth'. But what goes on there? How did they escape? And how do they cope afterward? We set out to investigate. We spoke to people still languishing in Libyan jails, as well as with refugees evacuated from Libya and brought to safety in Niger. We also interviewed one man who was fully aware of his part in the suffering: a smuggler who accepts the fact that he sells the migrants on to torturers. Following the revolution that toppled dictator Muammar Qadhafi, successive episodes of civil war and endemic violence have irrevocably altered Libya's social fabric, transforming identities and social hierarchies, elite networks, and relationships between communities. The consequences of these shifting dynamics will have far reaching implications—for both the Libyan state and its citizens and for outside policymakers working on mediation, diplomacy, and development.

The Security Council will consider the latest report of the Secretary-General which covers the political, security-related and economic developments in Libya, provides an overview of the human rights and humanitarian situation and includes an outline of the activities of the United Nations Support Mission in Libya (UNSMIL) since May 2020.

At least 10,000 people are missing and around 3,000 feared dead in Libya after a huge storm triggered flash floods that burst dams, swept away buildings and left bodies “lying everywhere”.
Destruction came to the city of Derna, and other parts of eastern Libya, on Sunday night when Storm Daniel – which had already caused deadly flooding in southern Europe – pounded the coast.
About a quarter of the city has been wiped out, and it remains entirely cut off without electricity or communications, according to early reports.
Egypt, Tunisia, Algeria, Turkey, and the United Arab Emirates were among those that said they would send humanitarian assistance and teams to help with search and rescue efforts. The US said it was contacting the United Nations and Libyan authorities on how to deliver aid to the most affected areas.

Tripolitania: at first sight there are few traces of this ancient and legendary place in northwest Libya but it once had three great cities, Sabratha, Leptis Magna And Oea, Tripoli, once named Oea, dates back to the 7th century B.C. when Tripoli was an important trading centre for the Carthaginians. As much as anything else it is the local plants, majestic palm trees and impressive cacti that give Tripoli its Mediterranean atmosphere. Clearly, the influence of the sea is only present close to the coast as a few kilometres inland is endless desert. An eye-catching landmark that dates back to the time of the corsairs is the Citadel in Tripoli’s harbour. The Arabs enlarged the original Byzantine complex to a fortress and for a short spell the city fell into the hands of the Spanish. Sabratha is the youngest of the three great cities of Tripolitania. Thanks to much restoration work the Theatre is one of the most impressive architectural monuments of this once legendary trading city. The restored façade of the Roman stage building is one of the most beautiful to be seen anywhere. Columns of green-white Cipollino Marble with artistic capitols underline the extraordinary architectural charm of Sabratha’s ancient theatre. Around a hundred and twenty kilometres east of Tripoli is Tripolitania’s third ancient metropolis of Leptis Magna, a unique excavation site. The oldest finds in Leptis Magna were made in a Punic cemetery that had been built on by the Romans. Under the rule of Carthage, Leptis Magna became an important trading metropolis until it fell into the hands of the Numidians. The remains of the legendary Tripolitania of antiquity continue to inspire even today and are proof of a great and golden epoch.
