The COVID-19 pandemic has highlighted the critical need to better prepare for future pandemics and other biological threats. During this panel event, the central elements to an effective response were discussed, including building workforce and surveillance capacity; accelerating and expanding R&D and manufacturing for the equitable distribution of vaccines, treatments, and diagnostics; and, establishing the global structures and institutions necessary to rapidly respond. The event was generously supported by the George Herbert Walker, Jr. Lecture Fund in International Studies at the Whitney and Betty MacMillan Center for International and Area Studies at Yale.

In early April 1979, the Liberian Minister of Agriculture, Florence Chenoweth, proposed an increase in the subsidized price of rice from $22 per 100-pound bag to $26. Chenoweth asserted that the increase would serve as an added inducement for rice farmers to stay on the land and produce rice as both a subsistence crop and a cash crop, instead of abandoning their farms for jobs in the cities or on the rubber plantations. However, political opponents criticized the proposal as self-aggrandizement, pointing out that Chenoweth and the family of President William Tolbert operated large rice farms and would therefore realize a tidy profit from the proposed price increase.

The Progressive Alliance of Liberia called for a peaceful demonstration in Monrovia to protest the proposed price increase. On April 14, 1979, about 2,000 activists began what was planned as a peaceful march on the Executive Mansion. The protest march swelled dramatically when the protesters were joined en route by more than 10,000 "back street boys," causing the march to quickly degenerate into a disorderly mob of riot and destruction. Widespread looting of retail stores and rice warehouses ensued with damage to private property estimated to have exceeded $40 million. The government called in troops to reinforce police units in the capital, who were overwhelmed by the sheer numbers of the rioters. In 12 hours of violence in the city's streets, at least 40 civilians were killed, and more than 500 were injured. Hundreds more were arrested.

The second COVID-19 webinar will explore the ethics of using restrictive measures in the control of infectious diseases.

Responding to a pandemic through the healthcare system alone may not be effective. The use of public health measures such as physical distancing clearly raises important ethical issues regarding the limits to personal freedoms in times of public health emergencies.
Although these measures played a role to prevent the spread of SARS in 2003, H1N1 in 2009 and Ebola in 2014-16, they were limited in scope in comparison to the measures used in the COVID-19 response.

Experts will delve into the history of physical distancing measures like quarantine, their success and the tradeoffs made during the Spanish Flu and how it applies to today’s current pandemic. They will also approach through an ethics lens, the concept of civil liberties and public health response.

This webinar is an opportunity for DLSPH alumni and the U of T community to hear the latest from public health professionals and researchers, ask their questions, and contribute to the ongoing dialogue from a public health and health system perspective.

Trusted voices are crucial during these unprecedented times and DLSPH is well-positioned to provide them.

Have you ever heard of LIBERLAND? The self-declared micro-nation that sits on a mysterious 7km plot of land on the border of Serbia and Croatia? If not, then you will be absolutely shocked by what I'm about to share with you in this 33-minute video - one of my favorite stories of the year!

The 'country' of Liberland was founded in 2015 by a Czech libertarian named Vít Jedlička, and it was built on one simple principle: FREEDOM. More than 900 citizens already have their Liberland passports (yes, they are real!!), and this legal document allows them to enter several U.N. countries such as Haiti, Malawi and Colombia. Word on the street is spreading, and now more than 700,000 people are on the list to get their e-residency cards.

I recently went to Liberland's annual festival called 'Floating Man,' and I was really inspired by the conversations that I had. There were so many creative and forward-thinking minds in one place, with a lot of optimism for the future of Liberland to gain full independence. But one thing didn't feel right to me... It is extremely difficult to enter the physical land.

Both the Serbian and Croatian border police are guarding Liberland 24-7, along the banks of the Danube River, and they will arrest anyone who tries to step foot on the land itself.

In this video, I uncover the full Liberland story and go on a wild mission to land on its soil.

What are your thoughts on Liberland? Would love to hear in the comments below. My team and I have never worked harder on editing a video, and we'd love your feedback.

On Thursday, July 23, 2020, Innovations for Poverty Action (IPA) held a webinar to highlight three projects that are informing government COVID-19 response strategies across health, social protection, and education in Sierra Leone and Liberia. This webinar was part of IPA's RECOVR Webinar Series: Bringing Evidence to COVID-19 Policy Responses in the Global South.

Shana Warren and Andreas Holzinger (IPA) shared findings from the first round of the RECOVR survey in Sierra Leone—a panel survey designed to inform decision-makers about the communities that are hardest hit by the economic toll of the pandemic. Amara Kallon (Government of Sierra Leone) covered how decision-makers are using the results of the survey to continually adapt their responses to changing demands and to plan for long-term strategies. Anne Karing (Princeton University) discussed the results of a pilot study measuring effects on mobility and use of public transport, economic activity and income, and preventive health behavior among citizens, and impacts on operations, profits, and compliance with safety and hygiene regulations among bus drivers in Sierra Leone. Finally, Jonathan Robinson (University of California, Santa Cruz) presented the results from a phone survey in Liberia and Malawi measuring the direct and indirect impacts the pandemic is having on the livelihoods, income, and food security of rural households. Fatu Conteh (IPA) hosted and moderated a discussion and Q&A following the presentations.

Graham Greene, storyteller supreme of twentieth-century English literature, left behind a body of work famously framed by place, whether it be Mexico, Vietnam, the Caribbean or beyond. Yet the thread running through the richest of writing careers was a passion for Africa. In this two-hour lecture, Greene’s lifelong affair with the continent will be unravelled: from his first foray outside Europe in 1935 when he almost lost his life trekking recklessly across Liberia, to hapless wartime service as a spy in Sierra Leone, to a Congo river research expedition to an equatorial leprosy colony in the 1950s and his eventual 1960s taming by the love of his life, a woman he met in Africa. An area left blank by Greene’s biographers, his exploration of apartheid-era South Africa and his response to it, will be illumined.
